In this painting Dali extends the phenomenon seen in Anthropomorphic Bread , whereby the paranoic association of disparate objects produces not double images, but distortions in form which allude to hidden significances. As a result one object is invested with the characteristics of others while retaining its own identity. In The Secret Life Dali argued that 'matter is adapted to the pleasure of molding itself by contracting in its own way before the tyrannical impact of space [and] is able to invent its own original form of life'. In Average Atmospherocephalic Bureaucrat in the Act of Milking a Cranial Harp, a chain of irrational significances is suggested by allusive distortion.

A figure, identified as a bureaucrat, is shown seated. The shape of his skull is softened and is associated with an enormous soft skull draped across his shoulder and supported on a crutch. The shape of this large skull and the way the bureaucrat is seated before it suggests a harp on which he is playing. This cranial harp carries the further implication that the bureaucrat, in playing on it, is thinking. Other associations are also evident. The skull sags and suggests a cow's udder, which the bureaucrat is therefore milking, but the soft distortion of the skull alsocarries phallic connotations so that 'milking', in this context, suggests a return to the obsessive theme of Dali's earlier pictures - masturbation. The painting may thus be read as a visual metaphor for an individual contemplating onanism. The compounding of these different elements within a single fantastic form is the result of paranoiac associations which are essentially formal in origin. At the same time, the way these associations dovetail together suggests a degree of conscious manipulation combined with the lucid recovery from the unconscious of genuine irrational associations. In particular it reflects seemingly deliberately Freud's theory, which he expressed in The Interpretation of Dreams, that 'dreams "with a dental stimulus" . . . [are] derived from nothing other than the masturbatory desires of the pubertal period'.
